Council initiative on dog fouling

From the Lancashire Evening Telegraph, first published Thursday 27th Aug 1998.

A COUNCIL initiative to inform the people of Blackburn and Darwen about a major clampdown on dog fouling has been completed.

Between March and June officers spoke to almost 500 owners.

During that three-month period, councillors had instructed that no formal action be taken against offenders while a major publicity exercise took place.

A total of 119 posters were issued to organisations, shops and other premises to which members of the public have access. Almost 400 signs were displayed on lamp posts while 23 tenant or resident and community associations were contacted and provided with leaflets by the council.

The annual schools safety quiz run by the health education department from the council was modified to include information on responsible dog ownership.

And a major promotional event on the subject was included in the Blackburn Lion's gala on August 8.

A report presented to the council's environment services sub committee says: "The council has made every effort to ensure that residents have been made fully aware of the responsibility of owners to clear their dog's waste.

"The public should be aware that the council considers dog fouling unacceptable and that every effort will be made to reduce the problem.

During July, the council successfully pursued six prosecutions against people who had broken the law by allowing their dogs to stray or failed to provide their pet with an identity tag, showing the name and address of the owner.
