Children's home given go-ahead

From the Lancashire Evening Telegraph, first published Friday 7th Jan 2005.

A HOUSE in Accrington is to be turned into a residential home for children with learning difficulties, despite objections.

Plans to create a home for three children at the terrace property in Whalley Road were approved by Hyndburn Borough Council's planning committee last night.

Members were told letters of objection had been received from people in neighbouring properties concerned that the security of the area would be affected if "disturbed, abusive or violent" children were placed there.

They claimed there had been complaints of rowdiness, abusive and aggressive behaviour from an existing children's home run by the same company across the road.

But development control manager Brent Clarkson pointed out the home would be restricted to use for children with learning difficulties and not emotional and behavioural problems like the home opposite.

He said: "The applicant is happy to accept a condition to restrict it to use as a home for children with learning difficulties, so it couldn't change to a home for children with behavioural problems."

Councillor David Parkins welcomed the proposed new home.

He said: "The home will allow the children to live as normal a life as possible."
