Be responsible over filling bins

From the Bolton Evening News, first published Friday 8th Jul 2005.

THE recent letter from "name and address supplied" regarding the refusal of the bin men to empty overweight wheelie bins shows why he remains anonymous.

The fault lies with the person who over-filled the bin in the first place.

The same Health and Safety at Work Act that protects workers from having to lift too much weight would prohibit the emptying by hand without the worker wearing protective clothing, ie: boilersuit, gloves, goggles and helmet. Anything less and the worker would not be protected by insurance.

There is also the possibility of dog and/or cat litter, bagged or not, to contend with. Can the complainant guarantee otherwise?

To suggest that only the employee has a duty to ensure a smooth loading of rubbish is quite wrong. The householder has an equal responsibility to the workmen.

My only complaint regarding the collection of rubbish and recyclable material is, that by not returning the bins and boxes to the place provided by the householder ó the garage or drive, in mine and most of my neighboursí cases - it creates a "grey area" as regards responsibility in case of a claim for compensation by anyone injured by these objects, which may be causing an obstruction on the pavement.

The "no claim, no fee" lawyers will have a field day.
